PANEL OF 3 PRESENTERS
Dr. Sulabha Chaganaboyana is a Clinical Assistant Professor in the Department of Family Medicine at Idaho State University.
Andrea Fontaine graduated cum laude from the University of Idaho College of Law in 2005. After performing two federal clerkships and gaining trial experience with the City of Boise, Andrea joined the firm of Hawley Troxell Ennis & Hawley, where she focused on employment law, prison litigation, and medical malpractice. After moving out of state to provide services in the academic environment at the Florida State University College of Law, Andrea returned to Idaho to focus on education and employment law for the next decade, representing 141 Idaho school districts and charter schools, litigating eight (8) class actions, and learning all key aspects of representing a political subdivision in the State of Idaho. Andrea has served in the Office of General Counsel at CWI since 2019 and was promoted to General Counsel in September 2020.
Dr. JoAnn Slama Lighty serves as the Dean of the College of Engineering at Boise State University, where she is also a Professor of Mechanical and Biomedical Engineering. Prior to her appointment at Boise State University, she was on faculty in the Department of Chemical Engineering at the University of Utah for almost 29 years. During her tenure as a professor, she was Chair of the department and held several other leadership positions. Since October 2013 until her move to Boise State in July 2017, she served as the Division Director for Chemical, Bioengineering, Environmental, and Transport Systems at the National Science Foundation in Arlington VA.
Lighty earned her B.S. and Ph.D. degrees, both in Chemical Engineering, from the University of Utah. She and her husband Larry have two grown daughters, Megan (Brooklyn NY) and Laura (Boulder CO). Together, Larry and JoAnn enjoy hiking, especially exploring the beauty of Idaho.

Lonni Leavitt-Barker is the Capital Campaign Director for Camp Rainbow Gold, an Idaho based children’s cancer charity. She is overseeing the fundraising and building of Hidden Paradise,, Idaho’s first all accessible, medically designed camp to serve non-profits across the state. Previously she worked as the Senior Manager for Scentsy, overseeing PR, Media, and the company’s Corporate Giving. In her “previous life” Lonni was an Emmy award-winning investigative news reporter whose career took her from Las Vegas to Raleigh/Durham; Phoenix to CBS in Los Angeles. After fifteen years of chasing down sex offenders, corrupt politicians, mobsters, and criminals who faked their deaths in foreign countries to fraudulently collect on insurance policies—Barker gave up the fast lane to move to Idaho and raise her family.
Lonni and her husband have three daughters and one son. Their son, Kean, is a force to behold. He has Down’s syndrome, autism and at age 2 was diagnosed with cancer (he and the family survived 1,157 days of Chemotherapy). She and several friends founded Baldapalooza, a series of family friendly music festivals that raised funds for Idaho children battling cancer.
